lpv:translated text	"I voted in favour of the European Parliament’s resolution with observations forming an integral part of its decision on discharge in respect of the implementation of the budget of the Eighth, Ninth and Tenth European Development Funds for the financial year 2010. In the Court of Auditors’ opinion, there is still a high frequency of encoding errors. It should be noted that the Court of Auditors found that although these errors did not have a material impact on the annual accounts in 2010, they can potentially affect the reliability of EuropeAid financial management data. According to the Court of Auditors, the revenue and commitments are free from material error, but there is great concern about the significant frequency of non-quantifiable errors affecting commitments in terms of compliance with tendering rules and legal deadlines for the signature of contracts. There is particular concern about the increase in badly performing projects in 2010 (12.6% versus 11% in 2009) and the persistently high frequency of errors in commitments under decentralised management."@en1
