"This report essentially concerns the proposal by the Committee on Legal Affairs that electronic publication should equate to valid publication in the
(OJ), with the printed edition having legal value only in the exceptional and temporary cases of unforeseen disruption to the electronic publication. It is noteworthy that the background to this proposed change is a 2007 judgment by the European Court of Justice stating that legal rights cannot be claimed and obligations cannot be enforced on the basis of the electronic version of the OJ. This is, therefore, a positive reform of how the OJ is published, as it provides for increased legal certainty and better public access to European Union legal acts because practically all users consult only the electronic version of EU legal acts nowadays. Moreover, consulting paper versions of the OJ is a time-consuming, costly process, and is carried out by very few users. The reform will thus increase legal certainty and reduce access costs for citizens and businesses."@en1
