"The
(OJ) is published every day in all the official EU languages and contains all EU decisions and draft laws in hard-copy and electronic format. The 2007 judgment by the Court of Justice of the European Union, which stated that legal rights cannot be claimed and obligations cannot be enforced on the basis of the electronic version of the OJ, raises suspicions about the exact content of the EU legal acts currently available in the EUR-LEX database. Consulting the paper versions of the OJ is a time-consuming, costly process and is, not least, carried out by very few users. I think that any reforms aimed at increasing legal certainty and reducing access costs for citizens and businesses are welcome, especially during the current economic crisis affecting the EU."@en1
