"Mr President, I supported this resolution, as piracy is one of the most serious threats at sea. It is worth noting that sea transport is the primary method of transporting goods across the world.
Piracy along the African coast, however, is somewhat different in character from piracy in the South China Sea, particularly in the straits of Malacca. Its primary cause is a desperate economic situation with no hope of improvement, at least in Somalia, which is where this problem mainly originates. Solutions must be systemic in nature. We cannot, under any circumstances, deal with piracy by convoys or other methods of direct combat. There has to be a truly systemic approach in order to deal with the cause rather than the result, as an approach dealing with just the result will not deliver any results."@en1
