"Mr President, the Commission has recently proposed that the 2013 budget be increased by 7%. This is incredible. Government leaders in Greece, France and the Netherlands are having to stand down because they have to cut spending, but the EU budget is allowed to grow by 7%? Incredible. There is another reason to be critical about the size of the European budget. As regards the discharge for 2010, the rapporteur’s excellent work has made it clear that various agencies are spending their budgets irresponsibly. At the European Environment Agency, in particular, there seem to be many more things that have gone wrong. As long as the accountability of the agencies is not in order, we need to postpone their discharge. At the same time, I need to point out that accountability for the European Parliament’s budget is also below standard. As long as members of the European Parliament are allowed to spend EUR 4 300 towards general expenses every month without accounting for them, this Parliament should hold back from condemning other European institutions."@en1
