This own-initiative report deals with the impact of devolution of the Commission’s management of external assistance from its headquarters to the delegations of the European Union. Firstly, it recalls the objectives of devolution of external assistance: to enhance a) speed, b) the thoroughness of financial management procedures and c) the quality of aid in partner countries.
