"Madam President, with the adoption of the Stockholm Programme in December 2009, the European Council decided that the European Union would accede to the European Convention for the Protection of Human Rights and Fundamental Freedoms. On the accession of the European Union as an organisation of regional groupings, it is subject to certain conditions, which are different from those defined for the accession of countries. The wording of the Treaty of Lisbon states that legislative acts of the Union apply in their effects on individuals only by means of implementing or applicable national measures. With the Union’s accession to the Convention, it would therefore be necessary to transfer the specific characteristics of the judicial system of the Union within the framework of the principles governing the functioning of the control mechanisms established by the Convention, particularly the principle of subsidiarity. Given the complexity and scope of the changes resulting from accession to the Convention, I therefore respect the attitude of those EU Member States which are not subject to populist pressures in favour of the excessive acceleration of this challenging process."@en1
