"Madam President, I believe that every single person in this Chamber thinks that the European Union should support the protection of human rights. However, as regards the Union’s accession to the convention, we have doubts, as I do personally, about the wisdom of such a move.
Firstly, I would like to know what guarantees there are that this will not result in greater competition between the two courts. Even now there are jurisdiction disputes between Strasbourg and Luxembourg and this causes certain problems.
Another important issue is the scale of financial support to be provided by the Union to the European Court of Human Rights. We should also remember that every European Union Member State has already signed the convention. What then will be the added value created by the European Union as a whole adopting it? What effect will this have on the internal legal system of each EU Member State? I am unfortunately of the opinion that the only motive behind this idea is to emphasise the status of the European Union as an important player in the international arena."@en1
