"On the one hand, tax fraud and tax evasion result in a significant loss of revenues and, on the other, they undermine the confidence of citizens in the fairness and legitimacy of the tax system. Many large companies have left countries in which tax collection has been improved and tax privileges have been eliminated in order to benefit from the tax privileges in other countries. Similar trends have been seen in connection with subsidies, too. Therefore, what is needed now is not only a review of the Parent-Subsidiary Directive and the Interests and Royalties Directive in order to eliminate evasion via hybrid financial instruments in the EU, but also a review of the EU subsidy jungle. Although we should support the fight against tax evasion, which is a burden on honest taxpayers, it does not befit the EU to call on the Member States in this context to refrain from bilateral negotiations with third countries. I therefore abstained."@en1
