"− The proposal for the amendment of Directive 2003/96/EC that we put to the vote this morning was presented by the Commission on last 13 April. The goal of this legislation is to align energy tax measures with the environmental objectives set out in the Europe 2020 strategy and to reduce the distortions in the internal market caused by the current differences between the Member States on the level and scope of energy taxes. These objectives are essentially being pursued by breaking down current taxes on energy products into two components: a ‘carbon tax’ component, based on emission levels, which would aim specifically to reduce CO emissions not offset by the Emissions Trading System (ETS), which only covers 50% of CO emissions (small installations, services, agriculture, transport, heating); and an ‘energy tax’ component based on energy content (fixed rates per gigajoule, regardless of the energy product). I used my vote this morning to try and ward off the requirement for Member States to reproduce a pre-set ratio between the minimum tax levels applied to the various energy products (‘excise duty concatenation’ or ‘excise duty proportionality’), which would not only have caused a major rise in the prices of some energy products but also the gradual disappearance of several industrial sectors."@en1
