The proposal for a revised directive changes the structure of energy taxation in order to support the aim of a low-carbon, energy-efficient economy and to avoid problems in the internal market. By introducing a CO based element into energy taxation, the proposal seeks to bring it into line with the EU’s commitments on combating climate change.
