"− This report recommends the conclusion of the Voluntary Partnership Agreement (VPA) with Liberia on forest law enforcement, governance and trade in timber products (FLEGT). Like other FLEGT agreements, it is intended to solve the illegal logging problem, to help improve regulation, governance and law enforcement in these two countries’ forestry sectors, and to strengthen market opportunities for timber products in Europe. These VPAs are intended to provide third countries with national-level regulations for implementing systems for verifying conformity and traceability throughout the supply chain, as well as with logging rules and controls on export shipments. This will guarantee timber products originating in Liberia favourable access to the EU. This entire approach is not lacking in contradictions. These agreements do not, on their own, constitute the solution to illegal logging. Like other African countries, Liberia is extremely poor. For this reason, the most important thing is to promote these countries’ development by supporting their economic diversification and by reversing an economic model based on the heavy dependence of exploiting and exporting a select number of raw materials to industrialised countries, which fosters neo-colonial relationships of dependence and subjugation, which lead to the plundering of resources."@en1
