"Mr President, this agreement has been a long time in the making. Because of concerns regarding civil liberties and how passenger name record data are used, it is important that we get it right – and I believe we have got it right. We must carefully balance the interest of individual privacy with the need for collective security. We must not forget that PNR data helped identify associates of the 2005 London bombers. PNR helped bring to justice those who plotted in the 2008 Mumbai attacks. PNR led to a number of arrests – some murderers, paedophiles and rapists – and it helps keep drugs out of Europe. Clear and strict rules have been prepared on how PNR is handled. It can only be used in the fight against terrorism and serious transnational crimes. With these safeguards in place, I am pleased to be able to vote for this report."@en1
