"Madam President, in 2007 the EU concluded with the United States of America an agreement on the use of passenger name records to legitimise and formalise the handling of personal data of EU citizens by the United States Department of Homeland Security. In May 2010, we refused to give our consent to the application of this agreement, as it does not take into account European standards regulating the handling of our citizens’ personal data. The new text of the agreement, which we are debating today, strengthens a number of provisions dealing with the protection of personal data and strengthens guarantees regarding the lawful handling of data. Even in the new version of the agreement, however, several shortcomings remain, which is why we rejected the agreement in May 2010. The present text must therefore be seen as some attempt at a compromise. The question remains, however, as to whether we have the right and mandate to milk our people of their rights and civil liberties using such devious means.
