"Madam President, colleagues, I have serious concerns about the EU-US PNR agreement on the grounds of scope, purpose, methods and necessity. In my view, the necessity and effectiveness of wholesale automated transfers of US-bound PNR data for counter-terrorism purposes has not been demonstrated. However, we need to face the fact that the United States is a sovereign country entitled to demand the information it deems necessary for its security from those approaching its airspace.
I am convinced that, at this juncture, Home Affairs Commissioner Malmström has negotiated the strongest possible legal guarantees on behalf of the Union and our citizens. For all my reservations in this context, a rejection of this agreement would not prevent the flow of data to the US under bilateral agreements, which would offer our citizens little by way of guarantees of data protection. This has to be taken into account if we, as a Parliament, are to take a sensible and responsible stance."@en1
