"Mr President, Parliament adopted two motions for resolutions by a majority in 2010. This House clearly formulated conditions in these two motions. The fact is that this agreement runs counter to these conditions.
Firstly, profiling is still not entirely excluded. Secondly, the pull method is still possible. Thirdly, the purpose of forwarding data has still not been adequately specified. It can also be stated on a general basis that the purpose of collecting and storing mass data has not been explained at all and that the European Commission has not come up with a single alternative. Overall, it is worth noting that this agreement has given rise to considerable concerns in relation to the judicial rulings of the European Court of Human Rights and in relation to the fundamental rights enshrined in the European Charter. For this reason, I naturally do not intend voting in favour of this agreement. I believe this House would be well advised also to reject this agreement in order to remain credible and to meet its own conditions."@en1
