"While the current Directive 2003/96/EC on the taxation of energy products and electricity lays down rules for products that are subject to taxation, tax exemptions, and minimum rates of taxation for fuels and electricity based on the amount of energy consumed, the new draft prioritises linking energy policy to the objective of a low carbon economy. Under the Commission proposal, energy taxation would be divided into two parts. One of these would be a tax on CO
emissions (EUR 20 per tonne of CO
) and the second would be a payment based on product energy content. Member States will be able to increase both parts of the tax above these minimum rates. I welcome the fact that agriculture, as a strategic sector securing the population’s food supply, will continue to enjoy the same reduced rates as before. I accept the arguments for the better use of energy sources and the greater use of cleaner energy. Just like the rapporteur, however, I am concerned about the sharp increase in prices of energy and fuel, particularly diesel. The increase will be a burden not only on direct consumers, but also the entire European economy. It is also essential for us to view this issue from a global economic perspective, and to consider the consequences of our decisions even more carefully than in the past. Setting a fuel and energy tax that will be applied only in the Member States of the EU will introduce further inequalities on the global market, and our economies will consequently be saddled with an even greater burden."@en1
