"Mr President, I wish to comment on the recent abrogation of the tax exemptions that apply in the shipping and aviation sectors. As an objective, limiting carbon emissions in these two sectors is not only desirable; it is absolutely necessary. The demand for services in both sectors is predicted to double by 2050 and, of course, it would be criminal for us to allow carbon emissions to rise commensurately.
However, our approach should guarantee the final result. Both sectors, especially ocean-going shipping, will present a very serious risk of ‘carbon leakage’ if fuel is taxed at EU level by bunkering their ships outside the European Union and modifying their transport routes. That is why, if it is to be effective, fuel taxes on ships should be introduced solely at global level."@en1
