"Mr President, the fundamental tenor of the Commission’s proposal and of the report of the Committee on Economic and Monetary Affairs in relation to the Energy Taxation Directive would facilitate the uniform handling of all sources of energy by 2023 by following a technically neutral approach with a minimum tax rate for all traded fuels and electricity, based on CO and energy content. At the same time, incentives would be established for the use of less polluting energy products for the transition to a low carbon economy. The proposed directive would provide three important tax incentives: firstly, for the reduction of CO emissions, secondly, for the saving of energy, and thirdly, for the promotion of a changeover to more energy-efficient fuels and more environmentally sound energy production. The adjustment for diesel fuel to bring it into line with the taxation of petrol could place pressure on the motor industry to develop more energy-efficient engines. In the United Kingdom, both fuels are already taxed to the same level. The EU’s objective of minimum taxation establishes equal conditions for all."@en1
