"The outermost regions of the EU comprise a set of regions which, owing to the specific characteristics associated with the physical and structural conditions resulting from their remoteness, insular locations, and difficult terrain and climate, enjoy a special status under the Treaty on the Functioning of the European Union. This report calls for a territorial approach and proposes analysis of how, with regard to future cohesion policy in the outermost regions, the objectives of smart, sustainable and inclusive growth enshrined in the Europe 2020 strategy can be achieved in these European regions. The most important of the priorities to be taken into account in this context are as follows: the need for differentiated treatment of the outermost regions as a whole within the EU, that takes into account their uniqueness and makes use of their potential; the adaptation of how European policies in a number of strategic areas are implemented in the outermost regions; and the outermost regions’ increased integration with the EU, involving more efficient government, territorial continuity to improve access to the benefits of the single market and the development of their incorporation within the context of regional neighbourhood plans.
