"While the debates on the future of the post-2014 cohesion policy have just begun in the European Parliament, which has been granted power of codecision on this matter under the Treaty of Lisbon, Parliament wanted to point out the specific nature of the outermost regions (ORs) – including the French overseas departments and territories – and the need to grant them adequate resources for their economic and social development. On account of their remoteness, their insularity and their extreme climatic conditions, these territories do actually need differential treatment, both for the viability of local agricultural and industrial production and for the successful implementation of the various EU programmes and remits. As such, the Commission’s proposal to halve the budget allocated to offset the additional costs on these territories is highly regrettable. What is more, I had proposed amendments on this subject in the opinion that the Committee on Budgets issued on the Teixeira report, and I had pointed out the need to include the accession of Mayotte to OR status in the 2014-2020 financial forecasts for these regions. In 2014, Mayotte will actually become the fifth outermost French territory recognised by the European Union."@en1
