"In June 2009, the European Council adopted a decision on the concerns of the Irish people on the Treaty of Lisbon, which included guarantees and assurances on the questions of the right to life, family and education, taxation, and security and defence. These guarantees were intended to be for clarification and explanatory purposes, and did not change the substance of the Treaties. The objective of the Irish Protocol is that it would be ratified alongside the Croatian accession treaty, though it is a separate legal instrument. In substance, the protocol would simply restate, without modification, the language of the June 2009 guarantees. I welcome the clarification of these guarantees and voted in favour of the report."@en1
