"I voted in favour of the decision of the European Parliament on the European Council’s proposal not to convene a convention for the addition of a protocol on the concerns of the Irish people regarding the Treaty of Lisbon to the Treaty on European Union and to the Treaty on the Functioning of the European Union. At the European Council on 19 June 2009, the Heads of State or Government agreed to make a decision in order to provide guarantees and address the concerns of the Irish people regarding the Treaty of Lisbon in relation to the right to life, family and education, taxation, and security and defence. The Heads of State or Government also declared that the decision was legally binding and would take effect on the date when the Treaty of Lisbon entered into force. At the time of the conclusion of the next accession treaty and in accordance with their respective constitutional requirements, they were to include the provisions of the decision in a protocol to be attached to the Treaty on European Union and the Treaty on the Functioning of the European Union. As the Heads of State or Government at the European Council on 19 June 2009 had already agreed on the substance of the provisions proposed in the draft protocol, we think that the issue has already been settled politically and does not seem to justify calling a convention."@en1
