. I voted in favour of this report. Democracy, the rule of law, justice and responsibility are the best guarantees of human rights, fundamental freedoms, tolerance and equality.
The European Union should try to become a more credible actor in third countries. This will require consistency between internal and external policy. I am calling for more careful avoidance of double standards. Every country must be seen as an entity unto itself, and so the European External Action Service should draw up a human rights strategy for each individual country.
I also demand that the EU’s human rights policy should be comprehensive. Free, honest elections are only the first step in the transition to democracy. Europe needs to support democratic development. We cannot, however, impose democracy from outside: it always has to be generated through the will of the people. Steps have to be taken in Europe to ensure that civil rights and fundamental freedoms are not endangered or weakened because of the economic crisis."@en1
