"Mr President, Mr Füle, I am pleased that we have begun negotiations with Azerbaijan and Armenia, because these two countries are of strategic importance and not only for reasons of energy policy. They are of significant strategic importance for other reasons. I believe that we should help them to put in place a sensible economic policy and to do more to bring about the rule of law and democracy, because these are decisive factors in ensuring a better life for the people there, encouraging economic and social growth and promoting peace.
Therefore, all aspects of the results produced by the Minsk Group are very important, including the right to self-determination. I believe that both sides must take a constructive approach to these issues in order to guarantee that this is the case. Both sides must stop their military build-up if they want to promote democracy, the rule of law and economic development. The European Union could have a balanced relationship with the two countries by bringing about a settlement between them and by ensuring that it is able to talk to both sides. In this way, it could make the successful resolution of this frozen conflict into the crowning achievement of its neighbourhood policy."@en1
