"Mr President, I am glad that in today’s discussion of these two countries, the Nagorno-Karabakh conflict is being considered at great length. It is just unfortunate that the primary key to the matter and its core are being sidestepped – the key to the solution of this conflict lies in Moscow and the Kremlin. If we want to finally achieve an end to the twenty-year occupation, we must also very clearly and unambiguously say these words – the key lies in Moscow. Secondly, I would like to say that the amendments to reports that were voted in refer very clearly to the fact that Armenia cannot sign the association agreement before it has withdrawn its troops from Azerbaijani territory; in other words, before it has ceased to occupy Azerbaijani territories. In my opinion, this is a very appropriate and fair solution. Today, the European Union has an historic chance to end this conflict."@en1
