"Mr President, I would like to thank both the main rapporteurs and the rapporteurs of the political groups for their good work and, above all, for the balanced position achieved in both reports regarding the controversial issue for Armenia and Azerbaijan – Nagorno-Karabakh. Having both countries associated with the European Union, along with the relevant legal and political convergence, economic modernisation and good accountable governance, are extremely important, both for the European Union’s foreign policy and the region. Europe’s more tangible political presence in this neighbouring region can help economic progress, respect for human rights, the fight against corruption and the rule of law – areas in which both countries need to catch up to varying degrees. However, the unresolved conflict in Nagorno-Karabakh must not become a stumbling block for regional cooperation and hamper the deepening of the two countries’ relations with the European Union. Only a peaceful solution can be found to the conflict in accordance with international law and the Minsk Group agreements. Both countries must create mechanisms for building mutual trust and find communication channels with the help of the European Union and the international community. The European Union’s major role in the region compels us to be as careful and fair as possible in our assessments, so that our actions do not resemble those of a bull in a china shop, making matters worse instead of contributing to achieving a mutually acceptable solution to the conflict. I am expecting fair, transparent and democratic elections to be held on 6 May in Armenia, which will help the country’s European integration. I welcome the fact that our colleagues from the European Parliament are being sent as election observers. I urge both countries once again to sign the Statute of the International Criminal Court. I believe that the association agreement is a powerful instrument which the European Union can use to support the resolve for significant reforms and democratisation. These are the preconditions for paving the way to free trade and a visa-free regime with both countries."@en1
