"Mr President, I support Baroness Ashton’s view on how to deal with Burma in this process and I also share the satisfaction of others that Aung San Suu Kyi could soon be here to receive the Sakharov Prize. The European Union has to encourage this reform process and review some of the sanctions, although certainly not the embargo on arms and those sectors crucial to military power, particularly mines and timber, and provided that the Burmese regime continues to facilitate democratic and pluralistic openness. For this, it is essential that political prisoners are released unconditionally and the laws that enabled their arrest are repealed; that military attacks on ethnic minorities stop and there is an end to impunity for those responsible for war crimes and other human rights abuses. The European Union must liaise with civil society and, given the prospect of elections in 2015, must be present to assist in training administrative staff and preparing the necessary reforms for other sanctions to be lifted. These clearly must include the independence of the judiciary, the fight against corruption, freedom of the press and expression and unrestricted Internet access, protection of minorities, labour rights, environmental laws defending the interests of the Burmese people and, of course, support for economic and trade development without ever ignoring the central issue of defending human rights. Above all, we must not forget that the true test of democracy in Burma will come with the necessary constitutional amendment removing the power of veto from the military who now occupy 25% of the seats in the Burmese Parliament, thereby preventing them from controlling the government that emerges from the 2015 elections."@en1
