"Mr President, the government and the opposition are both accusing one another of breaking the ceasefire and we have to assume that both sides have committed violations of human rights. This definitely makes the implementation of the six-point plan a difficult undertaking. We will undoubtedly find out over the next few days whether the UN monitors can really do their job and whether they will be able to bring the government and the opposition together around one table or whether the ploys and delaying tactics that are being employed will cause them to fail, just as the Arab League observer mission did. If the UN monitors do not succeed, it is important for us to continue increasing the pressure.
However, we should, in my opinion, think carefully before making any direct interventions of the kind that the opposition is calling for, such as a no-fly zone. In any event, the EU must put in place more effective plans for a post-Assad Syria. In particular, we must avoid repeating the errors which we made in the case of Libya and Egypt."@en1
