"I condemn the military coup in Mali, the suspension of the republic’s institutions and the serious human rights violations committed both by the rebels in the north and the coup perpetrators in Bamako. I condemn the arbitrary abductions and arrests, the acts of rape and armed robberies, as well as the recruitment of child soldiers recently reported by the UN. I must stress the importance of maintaining Mali’s territorial integrity for the sake of the region’s stability, and I support the calls for negotiations between rebels and a transition government. In this regard, I welcome Cheick Modibo Diarra’s appointment as prime minister, and I hope that he will be able to form a government of national unity, as stipulated in the framework agreement signed on 6 April between the military junta and the Economic Community of West African States. It is important for the democratic transition to be managed politically by civilians. A free and fair vote with international monitoring needs to be organised quickly in order to restore the authority of the elected representatives. I call on the European External Action Service to send a mission to observe the elections as soon as the timetable for the elections is announced. I call on Member States to support Mali with humanitarian aid for the civilians affected by the fighting in the north."@en1
