"Mr President, the developments in Mali have exacerbated a humanitarian situation that, from the outset, was already extremely fragile and in which there is growing food insecurity, with famine threatening over 3 million people. There are already almost 100 000 internally displaced persons and 200 000 refugees in neighbouring countries, and the situation at the Niger and Mauritania borders is critical. These recent developments are inseparable from the entry of thousands of tonnes of arms into northern Mali, following the military attacks by NATO, the United States, France and the United Kingdom in Libya. In the current context, it is important to support the efforts of the African Union and the Community of West African States in seeking a peaceful, negotiated political solution to the conflict, without outside interference, that protects the people and respects the sovereignty and integrity of Mali. The crisis in this country is deeply rooted in social and economic problems, to which an urgent response is needed. An urgent response is required to food, job, health, housing and public service needs. Development cooperation has a key role here."@en1
