"Madam President, the European Instrument for Democracy and Human Rights reflects the European Union’s commitment to promoting and supporting democracy and human rights through its backing for civil society and human rights organisations at a global level. The Commission has proposed EUR 1.4 billion in funding for the 2014-2020 multiannual financial framework, compared with EUR 1.1 billion for the 2007-2013 period. I should stress the potential offered by using information and communications technology to promote human rights. We call for increased support for promoting freedom of the mass media, protecting independent journalists and bloggers, narrowing the digital gap, as well as facilitating unrestricted access to information and communication, along with uncensored Internet access. I should emphasise how important the gender aspect is, as well as the involvement of women in conflict resolution processes."@en1
