"Madam President, Baroness Ashton, ladies and gentlemen, over the past years, the European Parliament’s human rights report has become a serious instrument to which attention is paid both within the European Union and in third countries. For that reason, the content and quality of the report are of considerable importance. I therefore congratulate Mr Howitt on his excellent work and on another report having been produced that is worthy of attention. I feel it important to emphasise in the presence of Baroness Ashton that, going beyond fine rhetoric, it is vital that at least the EU instruments and initiatives mentioned before – and I am also thinking here of financial means – that can make a concrete impact on the lives of those suffering human rights violations be strengthened in the coming period, both in neighbouring countries and elsewhere in the world. I also wish to draw attention to the communities, such as those of national minorities and children, that, as we also heard earlier with regard to religious communities, tend to suffer the most from human rights violations."@en1
