"In the 2011 progress report on Montenegro, it was important to call on the authorities to continue their efforts to apply the reforms, in particular, with regard to the rule of law and fundamental rights. The most important effort must be in the fight against corruption, which is widespread in many areas, and organised crime. They must continue to implement their obligations smoothly under the stabilisation and association agreement. Through this vote, Parliament is also calling for progress in the transparency of the law-making process with greater involvement from civil society in developing policies and legislation. I am pleased about the adoption of this report, which calls on the authorities to investigate thoroughly cases of physical violence and intimidation against journalists and discrimination against the Roma, Ashkali and Egyptian minorities. It was also important to welcome the country’s commitment and constructive role in contributing to regional stability and strengthening good neighbourly relations. Although it is on the right path, it is essential that Montenegro continue its efforts in order to start negotiation procedures for its accession to the EU."@en1
