"I voted in favour of this report because with it, the European Parliament is giving its position on the progress made by Montenegro as it prepares for membership of the European Union. In its report, Parliament applauds the efforts demonstrated by Montenegro in implementing democratic reforms and welcomes the Commission’s proposal to launch accession negotiations in 2012. The report notes that the Instrument for Pre-Accession Assistance (IPA) works well in Montenegro and that the country has achieved satisfactory results in the key pre-accession priorities. Parliament nevertheless recommends that further efforts should be made to make the law-making process more transparent, that public participation in developing new legislation should be enhanced, that the parliament’s administrative capacities should be strengthened, and that the instrument of consultative and control hearings should be used more frequently and efficiently. Parliament calls for full attention to be focused on investigating alleged cases of intimidation and physical violence against journalists and responding to ever-increasing reports of restrictions on media freedom."@en1
