"This resolution is an opportunity to take stock of our relations with Turkey. In spite of some progress, there are still significant shortcomings, which are putting the brakes on the negotiations on a possible accession. The Commission has decided to complement this process, provided for by the treaties, with a ‘positive agenda’, which regulates the discussions for better convergence between the EU and Turkey. This is a good initiative, but it cannot replace the formal framework of the negotiations. However, it is too early to envisage an EU enlargement to include Turkey, as there are still many obstacles, both internally and externally. Let us not forget that Cyprus will oversee the next Presidency of the EU and that Turkey categorically refuses to recognise this State. In these conditions, and while the EU is based on principles of sincere cooperation and mutual solidarity between its members, how can we imagine any kind of progress? Through my vote, I therefore wanted to reaffirm my desire to make Turkey, above all, a privileged and strategic partner of the EU. It would be an historic mistake to want to move too quickly and we must be prudent when it comes to choosing the members of the European family."@en1
