"I am pleased about the adoption of a resolution on Kosovo which calls on the five EU Member States that have still not yet done so to recognise the independence of Kosovo. The EU must play a more decisive role in the conflict between Kosovo and Serbia, which is essential for ensuring stability and security in the Balkans region. I regret that Serbia is exercising diplomatic pressure to dissuade some countries from recognising Kosovo. With regard to the Belgrade-Priština dialogue, I am pleased that nine rounds of negotiations have already taken place and that they have resulted in several preliminary agreements, including one on integrated management for crossing points in the northern part of the country. It is worrying, however, to note that the previous agreements have not been fully implemented by the Serbian side. All the same, I would highlight the need for Kosovo to implement constitutional and electoral reforms, in terms of public administration and the professionalism of judges and prosecutors, in terms of promoting pluralistic and independent media, and on the important issue of the rule of law. It is also essential to fight against corruption, organised crime and discrimination."@en1
