"The idea of a European Endowment for Democracy was proposed by the Polish Minister for Foreign Affairs and was one of the main priorities of the Polish Presidency. I am pleased with the progress of work on its establishment and implementation. I endorsed the report about the fund because I think the recommendations it contains will be particularly valuable to the Council. Parliament must have a guarantee that it will be able to influence the fund from the planning phase to participation in the accountability mechanism.
As Vice-Chair of the Committee on Budgetary Control, I place particular emphasis on designing an instrument to take full account of the demarcation of budgetary competences. As with other EU institutions, the fund should be required to submit annual reports to Parliament and publish a list of its beneficiaries. This will facilitate transparent financial administration of the fund."@en1
