"Following the events in the southern Mediterranean, the idea of a European Endowment for Democracy has been introduced into the more general EU debate on reviewing EU policies and actions promoting democracy. The intention is to set up a semi-autonomous entity which could support democracy activists and democratic developments around the world in an unbureaucratic way and which would not be directly associated with EU diplomacy or the European Commission. This idea was put forward by the EU’s High Representative and Commission Vice-President, Lady Ashton, along with Commissioner Füle, in the new outline of the European Neighbourhood Policy. It is now up to Parliament to give its constructive contribution to the debate, which has advanced rapidly in the last weeks, and to ensure that it will be involved in setting up this possible European fund, and in the governance structure and scrutiny thereof."@en1
