"I voted in favour of this report because I welcome the idea of establishing a European Endowment for Democracy (EED), the principal function of which would be to support democratic movements in Europe’s neighbouring regions, thus ensuring long-term stability on the EU’s borders. The recent events of the Arab Spring and the Eastern Neighbourhood have once again demonstrated the need for the EU to enhance strategic engagement with authoritarian countries striving for democratic reforms in order to help make the transition to democracy as smooth as possible in these countries. Nevertheless, while welcoming the Council’s proposal to set up a European Endowment for Democracy, in its report, the European Parliament has called on the Council to ensure, when setting up the fund, that the EED generates a more strategic and political approach on the EU’s part to democracy support, and to clarify the mission and values of the EED in order to ensure clear criteria for the selection of beneficiaries, to avoid any overlap between other funds and ensure the close coordination of all funds"@en1
