"Respect for, and the defence of, human rights and democratic values are the fundamental principles on which the European Union is based. Article 8 of the Treaty on the Functioning of the European Union states that: ‘In all its activities, the Union shall aim to eliminate inequalities, and to promote equality, between men and women’. On 7 July 2011, the European Parliament welcomed the initiative of establishing the European Endowment for Democracy, as did subsequently the Foreign Affairs Council. I agree with this proposal for a European Parliament recommendation, and I urge the Council to outline the methods for its creation. I believe that establishment of the Endowment could be a tangible and practical response by the European Union to the challenges posed by countries calling for greater democracy. I hope that this can take place as soon as possible, also in view of the timing imposed on us by the ‘Arab Spring’. The situation of instability afflicting the Middle East is clear and before our eyes, and we have to respond to it."@en1
