Indeed, since Lisbon, both of these institutions have been on an equal footing regarding legislative and budgetary functions. However, as the rapporteur says, the Council also carries out policy-making and coordinating functions. It would therefore be useful to keep the option of putting questions to it, as part of a specific question hour, on matters relating to responsibilities other than those linked to the exercise of its budgetary and legislative functions.
