"This directive sets out minimum requirements, providing Member States with the opportunity to retain or adopt more favourable provisions for protecting workers, in particular, to set lower guideline values and limit values for exposure to electromagnetic fields. A system intended to provide protection against electromagnetic fields must be restricted to defining the objectives which must be achieved, the principles which must be observed and the fundamental values which need to be applied. Protecting workers exposed to electromagnetic fields requires an effective and efficient risk assessment to be carried out. This obligation must be commensurate with the situation encountered in the workplace. This makes it important to define a protection system establishing a progressive scale of risks which is easy to understand. Employers must adapt to technological progress and scientific knowledge regarding the risks from exposure to electromagnetic fields, with a view to offering workers better health and safety protection. In view of the scientific progress made and the increasingly widespread use in different areas of equipment generating electromagnetic fields with a clearly defined aim, which is also beneficial to society, I call on Member States to allocate the necessary funds for research into detecting as precisely as possible the adverse effects caused to the human body from exposure to electromagnetic fields."@en1
