The EU’s dual use regime should be organised in a more transparent and democratic way. Parliament’s full participation, through the application of the obligations resulting from the Treaty of Lisbon and the adoption of a joint interpretation by Parliament and the Commission within the context of the new framework agreement, will be crucial to achieving that objective.
