"On the subject of air passenger rights, the concept of ‘extraordinary circumstances’ and the definition of ‘cancellation’ both need clarification. The lack of uniformity in the Member States’ regulations and the behaviour of the various airlines make it necessary to develop a unified, complete and detailed system to assess the value of evidence submitted by airlines in order to demonstrate the existence of ‘exceptional circumstances’. With this vote, we are, in fact, seeking to harmonise the field and guarantee passengers all their rights and the greatest possible transparency. There is a need for timing and accuracy in the information communicated to air passengers, which should cover the reason for any delay or cancellation, the expected duration of disruptions and what happens in the event of overbooking, not forgetting the alternative travel options available to passengers."@en1
