"The submitted report sets out to address the recent Commission communication on ‘the application of Regulation (EC) No 261/2004 establishing common rules on compensation and assistance to passengers in the event of denied boarding and of cancellation or long delay of flights’ and the report from the Commission on ‘the functioning and effects of Regulation (EC) No 1107/2006 of 5 July 2006 concerning the rights of disabled persons and persons with reduced mobility when travelling by air’. Knowledge of rights is essential to ensuring that passengers can access these rights. That is why information on passenger rights should be communicated in a simple, appropriate and understandable way throughout the key stages of a journey. Efficient, transparent and independent enforcement bodies are vital for dealing with passenger complaints, helping to resolve disputes between passengers and air carriers and ultimately imposing sanctions if necessary. There is a need to ensure consistency between the different legislations on air passenger rights, and thus follow travel market trends whereby consumers increasingly arrange their travel themselves. Concerning the rights of disabled air passengers and passengers with reduced mobility, I believe it is necessary to secure equal travel opportunities for these people and non-discrimination guaranteeing equal access and unrestricted services."@en1
