"Mr President, the well-being of European citizenship is currently under threat. It is being attacked from all sides by a virus that we thought had been beaten hands down.
What is this virus? It is the large disparity between the contents of the Treaties and the Charter of Fundamental Rights and what actually goes on day to day, which is a potent rise in national egoism and a disgraceful reduction in freedom of movement. That is the diagnosis, which is a poor one at that, and the Commission and Parliament have to work together to initiate the appropriate therapy.
We need to make use of this legislative proposal for citizens that is coming into force on 1 April, as well as the fact that next year is the European Year of Citizens. We cannot continue to allow citizens’ rights to be ignored or attacked, rights that are recognised in our fundamental texts."@en1
