"The European Union is not making enough effort to address the basic needs of its citizens who have been hit hard by the economic crisis we are going through. We are devising comprehensive strategies for combating poverty and social exclusion, which we are then renaming to hide our inability to achieve a genuine, visible improvement in living conditions. European leaders are overly concerned about bailing out the banking system while the level of poverty in Europe rises. Let us not forget that an important target of the Europe 2020 strategy is to achieve by 2020 a minimum reduction of 20 million in the number of people stricken by poverty. In this context, it is disappointing that a number of Member States have chosen to oppose continuing to provide support to the most deprived citizens from the common agricultural policy budget. I welcome the fact that the negotiations have been kick-started and that the programme will be continued until the end of 2013, which is the outcome of the efforts made by the Commission and the European Parliament. However, I would like, at the same time, to express the hope that 2013 will not mark the expiry date for solidarity with the most vulnerable."@en1
