"Mr President, in one way, it is unbelievable that we must discuss this issue here this morning, especially when we consider that the European Union is well-known for its assistance to the third world: financial help, food aid and so forth. At the same time, however, up to 18 million citizens are living in poverty and some are dying of hunger. Therefore, we have a duty to help them.
It does not matter which scheme we use – the ESF (European Social Fund), the EGF (European Globalisation Adjustment Fund), the CAP (common agricultural policy) – the poor are not bothered by that. Help is what they need. It is our duty to supply that help, not only this year and next, but onwards to 2020 in order to achieve the aims of the 2020 strategy; and, unfortunately, it seems we will need to continue past 2020.
This scheme was started in 1987. It should continue until there is an end to hunger in the Union."@en1
