"Mr President, Commissioner, we have said this on many occasions in this House, for example, during the debates on my report on the platform against poverty: if we do not send out messages of solidarity to our citizens, letting them know that the European Union is standing by them, then disenchantment with the European project will grow, with the risk of isolation which that entails. We all know that there is a blocking minority in the Council that will stop this kind of initiative in its tracks. The food aid programme is not the only programme to be in this situation, as the Globalisation Adjustment Fund is also under threat. However, if you exercise your right of initiative in order to save these programmes, which are so important, and make them genuine ongoing programmes of solidarity, in spite of present opposition within the Council, then that would send out the kind of message that Europe’s citizens are waiting for. Do not let this opportunity go by. Do not waver. We must persuade the Council and, at the very worst, it will be blocked until we have socialist governments in France and Germany."@en1
